I have a Dell Axim x30 Pocket PC with 802.11 WiFi and when I am in my home, I can view about 5 LinkSys connections, no encryption doesn't ask for a username and password, etc... When I open my Internet Explorer, it says cannot connect to the Internet. Go to Settings. I've been in Settings, and don't understand enough to know what the settings should be. I just know the defaults are not working. I have a few Hotels around and most of the advertise free wifi so I believe at least one of the connections is from a Hotel.

Click start then settings then Connections
Click on "Connections"
Click the "Advanced" tab
Hit the "Select Networks" button
Change both drop downs to "My Work Network"
Hit ok and go back to connections screen.
Click Tasks tab at the bottom
Click on "Set up my proxy server"
Make sure there's a check in the box for "This network connects to the internet" and NO checkbox by "This network users a proxy server to connect to the internet"
Hit OK, and open up Internet Explorer. Should work now.
