Is the Intel WiFi Link 5100 802.11 Wireless-N Mini Card for my Dell laptop going to provide a good connection?
Or should I have a D-Link Wireless N USB Network Adapter with it to get a stronger internet connection?

I use the Dell Laptop Mini Network Card and it works fine. They all do the same thing there may be a minor difference in the higher end one but not worth the difference in price even if it is only a 15$ difference

Both choices depend on what you’re connecting to. If the connection is crappy your connection will be crappy also.

You will get a stronger signal with anything external, but the difference is virtually unnoticeable. Just go for the most portable option.
